McCarthy Tire Service was proud to have a seat at the table this month as the retread industry made its case directly to lawmakers in Washington, D.C.

On July 16, Jason Roanhouse, Vice President of Manufacturing at McCarthy Tire Service, joined a delegation organized by the Tire Industry Association (TIA) and the Tire Retread & Repair Information Bureau (TRIB) for a series of meetings on Capitol Hill. The goal: build bipartisan support for the Retreaded Tire Jobs, Supply Chain Security, and Sustainability Act (S.2790/H.R.3401), legislation that would strengthen domestic tire manufacturing and expand the use of retreaded tires across public and private fleets nationwide.

What the Bill Would Do

If passed, the legislation would create a federal procurement preference for retreaded tires in appropriate public-sector fleet applications. It would also establish a tax credit of up to $30 per retreaded tire, or 30% of the purchase price, available to both public and private fleet customers who purchase retreads.

For fleet operators, that translates into a straightforward opportunity to lower operating costs while supporting American manufacturing jobs and a more resilient domestic supply chain.

Why McCarthy Was in the Room

As one of the nation's largest independent commercial tire dealers and one of the largest retreaders in the country, McCarthy Tire Service has spent decades investing in retread manufacturing through our network of Bandag retread plants. Retreading isn't a side business for us. It's core to how we help commercial fleets control costs without sacrificing safety or performance, and it's a big part of how we reduce the environmental footprint of the tires we put back on the road.

That's why having Jason Roanhouse in the room for these conversations mattered. Alongside representatives from Love's Travel Stops and Pomp's Tire Service, Jason was able to speak firsthand about what retread manufacturing looks like on the ground: the jobs it supports, the materials it saves, and the value it delivers to fleets managing tight margins.

The delegation, led by TIA CEO Richard “Dick” Gust, TIA Vice President of Government Affairs Roy Littlefield IV, and TRIB Managing Director David Stevens, met with the offices of seven U.S. Senators from both sides of the aisle, including Senators Gary Peters (D-MI), Mark Warner (D-VA), Jon Ossoff (D-GA), James Lankford (R-OK), Tammy Duckworth (D-IL), Thom Tillis (R-NC), and Ted Budd (R-NC).

Retreading: A Circular Economy Success Story

Retreaded tires extend the life of premium tire casings, which means less raw material consumption, fewer resources pulled from the ground, and millions fewer tires headed to landfills every year, all without compromising on the performance and safety standards commercial fleets depend on.

It's an industry that already supports thousands of skilled manufacturing and service jobs across the country, and this legislation is designed to help that number grow. Standardizing federal procurement policy around retreads and creating real incentives for adoption would strengthen domestic production, reduce reliance on imported tires, and put money back in the pockets of both taxpayers and fleet owners.

Looking Ahead

TIA and TRIB plan to continue working with members of Congress to build additional co-sponsors and move this legislation forward. McCarthy Tire Service will keep advocating alongside them, because supporting American manufacturing, strengthening the supply chain, and giving fleets a smarter, more sustainable tire option isn't just good policy. It's good business.
